ISO 9001:2015 in a construction company: what it guarantees and what it does not

A quality management standard says nothing about the quality of a particular apartment. It attests to something else, sometimes more important: that written processes exist, that they are documented, and that an external body audits them periodically.

When a construction company presents an ISO certificate, buyers tend to make one of two errors: treating the certificate as a quality guarantee for the apartment, or dismissing it as paper. Both readings are wrong, and both arise because the standard does not measure what it looks like it measures.

What the standard actually examines

ISO 9001:2015 is a quality management standard. It does not set concrete thickness, the type of waterproofing or ceiling heights. It requires that defined processes exist for all of those — in writing, with an owner, with documentation, and with a mechanism for handling non-conformities and for continual improvement.

In site terms, that is the difference between a company where every site manager works from personal knowledge and a company with a written procedure, a control form, an approval document, and an archive that lets you go back and see who approved what, and when.

What the standard covers, and what it does not

Yes — defined processes
Written procedures, owners, documentation
Yes — handling non-conformities
A mechanism to identify, record and close
Yes — external audit
Periodic audit by a certification body
No — quality of a given apartment
The standard does not examine a project or a unit
No — programme
Meeting dates is not tested by the standard
No — price
The standard has nothing to do with pricing

The validity date is part of the datum

An ISO certificate is a document with an expiry date. Certification is not granted once and for all: it requires periodic audits, and any audit can end in suspension. The first question about an ISO certificate is therefore not "is there one" but "until when".

Tawfik Zidan Ltd holds an ISO 9001:2015 certificate valid until June 2027, with its details on the site's standards page.

The standard alongside three other figures

ISO 9001:2015 is not the only verifiable figure about a company, and it is weak standing alone. Together with three others it becomes a picture:

  1. The contractor classification — what the company may execute on a single site, per the contractors' register. For this company: group C, classification 5, unlimited scope. Explained in full in the article on classification.
  2. The statutory security — which of the five securities is provided to buyers in a given project. See the article on securing a buyer's funds.
  3. Completed projects — not renders, but buildings that were occupied. See the projects page.

The four cover three different risks: process, capacity and money. None substitutes for the others.

Safety policy as a further measure

Alongside the quality standard, the company's safety policy includes two permanent safety officers in the company, ongoing safety training, safety talks and hazard briefings, and advanced safety equipment. That is a datum about site management, and therefore adjacent to execution quality.

What to ask, and how

  1. Ask to see the certificate itself — not a mention of it.
  2. Read the validity date and the certification body.
  3. Ask for an example of one procedure that concerns buyers, such as the procedure for handling post-handover requests.
  4. Cross-check the standard against the contractors' register classification and the Registrar of Companies record.
  5. Remember the standard does not replace examining the contract, the specification and the security.

Questions and answers

What is ISO 9001:2015?

An international quality management standard. It requires defined processes, documentation, a mechanism for handling non-conformities and continual improvement, and it is tested by periodic audits from a certification body.

Does ISO guarantee the apartment will be of high quality?

No. The standard examines quality management processes in the company, not the quality of a particular project or apartment.

How long is the company's certification valid?

The ISO 9001:2015 certificate is valid until June 2027.

What else should be checked besides ISO?

The classification in the contractors' register, the security provided in the project under the Sale (Apartments) Law, and the projects actually completed and occupied.

Does the company have a safety officer?

Yes. The company's safety policy includes two permanent safety officers, ongoing training and safety talks.
