Public buildings: what changes when the client is a municipality rather than a homebuyer
In a residential project the client is a person. In a public project the client is an audited body working through a tender, a technical specification and documented control. A company operating in both worlds answers to two different sets of demands.

When a homebuyer is dissatisfied, they write a letter. When a local authority is dissatisfied, it activates a mechanism: supervision, work diaries, stage approvals, laboratory testing, and sometimes performance bonds. Two entirely different demand systems, so a company working in both needs two documentation cultures.
Tawfik Zidan Ltd is a development and construction company for residential and public buildings, and its project list includes nine public projects.

What a public project requires that housing does not
- Compliance with institutional standards. An education building is not a residential block with classrooms. It is subject to separately determined safety, accessibility, acoustic and protection requirements.
- A programme that cannot move. A school must be ready before the school year begins. That date does not negotiate, so education projects are managed backwards from it.
- Documented control. Stage approvals, work diaries, laboratory tests — all part of a system resting on documents rather than trust.
- A client that does not disappear. A local authority remains the owner of the building for decades, so it measures durability and not only delivery.
None of this is directly a private buyer's interest — but it affects them indirectly: a company accustomed to documentation and control works the same way on a residential project. That is also the logic behind a quality management standard; see the article on ISO 9001:2015 in a construction company.
Typological range as a measure
Note what the table covers: a primary school, a sports hall, kindergartens, a municipality building, a retail centre, an office building, student dormitories, a faculty building, a nursing building, a culture hall and a learning centre. Eleven different typologies.
Each has its own design and systems requirements. A company that builds all of them does not specialise in one typology — it specialises in managing execution. That is exactly the capacity measured by the contractor classification: group C, classification 5, branch 100 — building. See the article on contractor classification.
What to ask a company presenting public projects
- Who the client was, and what the scope was.
- Whether the project was delivered on the date set.
- Whether written references from the client exist.
- Who supervised on the client's behalf.
The full project list, by field, is on the projects page, and the certifications on the standards page.
