The Gliliot education campus, Nesher: three building types on one site

A primary school, a sports hall and four kindergartens are not one project in three copies. They are three different standards, three schedules, and one client who is a municipality.

When the client is a municipality, the difference from selling apartments is not scale but who asks the questions. There is no individual buyer reading a specification — there is a commissioning body issuing a tender, a supervisor approving stages, and a schedule set by the school year.

The Gliliot education campus in Nesher is a project comprising a primary school, a sports hall and four kindergartens. Commissioning body: the Nesher municipality. Status: under construction.

Why three building types is not the same thing three times

A primary school, a sports hall and a kindergarten look from outside like three variations on public construction. In execution they are three worlds:

  • A kindergarten is a small building with safety requirements dense relative to its area, and it has to be complete — yard included — by the first day of the school year.
  • A primary school is a multi-classroom building with systems, corridors, emergency routes and outdoor areas; it is handed over as one unit, not in parts.
  • A sports hall is a long span — an entirely different structure, a different height, acoustics, ventilation and a sports floor that is an item in its own right.

So the project does not call for one capability but for the management of three envelopes closing at different rates, on one site, before one supervisor.

Protected space in an education building

A new education building is built with protected spaces, under the Civil Defence (Shelter Construction Specifications) Regulations and Home Front Command guidance. These are the same regulations that fix the protected room in an apartment: a minimum area, reinforced-concrete wall thicknesses and a protected window. The full explanation of those figures, in the context of an apartment, is in the article on parking, storage and the protected room.

What changes when the client is a municipality

In buying an apartment, the buyer is protected by the Sale (Apartments) Law and the Sale (Apartments) (Assurance of Investments) Law. A public building is sold to no one — it is executed for a commissioning body. The protections are therefore entirely different:

  • A tender — work for a public body is awarded by tender, under the Mandatory Tenders Law, 5752-1992.
  • Contractor classification — the condition for participating is a registered, suitable classification in the contractors' register, in the required branch and scope. Explained in the article on contractor classification.
  • Supervision — a supervisor on the client's behalf approves stages and payments, in place of a buyer visiting an apartment.
  • Performance guarantees — instead of the security a buyer receives, the contractor posts guarantees to the client.

A company's history in public works is therefore a readable figure: whoever has worked for municipalities has met their tenders, their classification requirements and their supervision. The full list of the company's public buildings is in the article on its public buildings.

The geographic context

Nesher sits in the Haifa bloc, and the company has two further data points in the area: HaRova in Haifa — a residential and commercial complex in three buildings, 198 housing units, completed — and a pinui-binui project on HaYotam Street in Haifa with the status "coming soon". Details in the article on HaRova and the article on pinui-binui in Haifa.

All the projects can be seen on the projects page.

Questions and answers

What is being built at the Gliliot education campus?

A primary school, a sports hall and four kindergartens.

Who is the commissioning body?

The Nesher municipality.

What is the status?

Under construction.

How many classrooms does the school have?

The figure will be published.

Must an education building have a protected space?

A new education building is built with protected spaces under the Civil Defence (Shelter Construction Specifications) Regulations and Home Front Command guidance.

How does building for a municipality differ from selling apartments?

A public building is executed for a client rather than sold to a buyer, so the Sale (Apartments) Law does not apply. In its place there is a tender under the Mandatory Tenders Law, a contractor-classification requirement, supervision on the client's behalf and performance guarantees.
