Sha'ar HaIr, Afula: building the building of the body that issues the permits

Every public project has a commissioning body and an authority that approves. In a municipality building these are the same body, which makes it the project where the gap between what the contract requires and what is actually inspected is at its narrowest.

What a municipality building demands that a residential building does not

A residential building is handed over to residents. A municipality building is handed over to staff and to the public who come to them, which brings requirements absent from an apartment block:

• The public — a building receiving the public requires full accessibility, evacuation routes for visitors and not only residents, and different occupancy loads.
• Systems — a public office building carries communications, backup power, air conditioning and control systems on a scale no apartment has.
• Operational continuity — a local authority does not close. A new building rises alongside activity that continues, and the schedule follows from that.
• Protected spaces — in a scope derived from occupancy, under the Civil Defence Regulations and Home Front Command guidance.

The contractual track: tender, classification, supervision, guarantee

Work for a public body is awarded by tender, under the Mandatory Tenders Law, 5752-1992. The condition for participating is a registered, suitable contractor classification — in the right branch and at the required financial scope — which makes the classification not a certificate on a wall but an entry ticket. From there, in place of a buyer visiting an apartment there is a supervisor on the client's behalf approving stages and payments, and in place of a buyer's security there are performance guarantees the contractor posts to the client. The Sale (Apartments) Law does not apply here at all — there is no sale.
